Oregon DEQ Fines Towboat Company for Stormwater Violations

Knutson Towboat has been issued penalties of $7,446 for violating its stormwater discharge permit.

The Oregon Department of Environmental Quality (DEQ) has issued $7,446 in penalties to Knutson Towboat Co., for two incidents in which it violated its stormwater discharge permit. The company operates at the Millington Log Yard in Coos Bay, Ore.

Knutson Towboat operates at that location under a DEQ-issued National Pollutant Discharge Elimination System permit, which regulates the amounts of pollutants that may be discharged from the industrial site into local waters. The permit also requires regular monitoring of discharges to ensure that contaminants are kept within levels that are safe for the environment.

The company was fined for failing to conduct required sampling of stormwater discharge at the site during the 2011-2012 monitoring year. The fine for failing to collect the information is $4,596.

The second violation was for the company failing to submit to DEQ in a timely fashion its annual discharge monitoring reports for the years 2008-2009, 2010-2011 and 2011-2012. The fine for this violation is $2,850.

Knutson Towboat has appealed the penalty, according to the DEQ.
